Receive and file memorandum from the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) date stamped September 10, 2017 finding exigent and emergency circumstances and concurring to award debris removal and emergency protective measures with the use of non-competitively procured contract through October 10, 2017 submitted by Emergency Management

*2.	Consideration of authorization for a renewal contract with the Galveston County Health District for EMS services for the unincorporated parts in West Galveston County submitted by Professional Services

*3.	Consideration of authorization for a renewal contract with the Galveston County Health District for EMS services for the unincorporated parts in East Galveston County submitted by Professional Services

*4.	Consideration of approval to submit request for public assistance to the Texas Department of Emergency Management regarding Hurricane Harvey as submitted by Professional Services

Consideration of awarding a contract for Hurricane Harvey disaster debris removal monitoring services as a member in the Houston-Galveston Area Council of Governments (HGAC) Cooperative Purchasing Program through procurement number HP08-17 conducted by the HGAC and/or due to exigent and emergency conditions for FEMA-4332-DR-TX (HGAC Procurement HP08-17)

d.	Consideration of approving the end user agreement for Hurricane Harvey disaster debris removal monitoring services from HGAC HP08-17 and/or exigent and emergency conditions in FEMA-4332-DR-TX, and authorizing the County Judge to execute such end user agreement (HGAC Procurement HP08-17)

Consideration of awarding pre-positioned/standby contracts to contractors and authorizing execution of such pre-event contracts, which will result in prepositioned contracts for a three year period beginning on September 15, 2017 (Galveston County RFP No. B172031, Debris Management Services, for debris clearance and removal)

f.	Consideration of activating contract for disaster debris removal and clearance due to Hurricane Harvey in the unincorporated areas of Galveston County, Texas with named vendor (Galveston County RFP No. B172031, Debris Management Services for debris clearance and removal)

Executive Sessions

The Galveston County Commissioners Court may recess into closed meeting (Executive Session) on any item listed on this agenda if the Executive Session is authorized under the Open Meetings Act pursuant to one or more the following exceptions: Tex. Gov’t Code §§ 551.071 (consultation with attorney), 551.072 (deliberation regarding real property), 551.073 (deliberation regarding a prospective gift or donation), 551.074 (personnel matters), 551.0745 (personnel matters affecting County advisory body), 551.076 (deliberation regarding security devices or security audits), and/or 551.087 (deliberations regarding economic development negotiations). The Presiding Officer of the Commissioners Court shall announce the basis for the Executive Session prior to recessing into Executive Session. However, the Commissioners Court may only enter into the Executive Session on any agenda item for which a separate Executive Session has not been separately posted if, prior to conducting the Executive Session, a majority of the Commissioners Court votes to go into Executive Session. This motion requirement does not apply to any agenda item that has been previously noticed to constitute or include an Executive Session.
